Parameter Description
issue The text which goes to the Exception.Message.
problemItem The FormatItem which caused the problem.
startIndex The start index in the input format string.

Returns

FormattingException A new FormattingInfo.FormattingException that describes the formatting issue.

Creates a new FormattingInfo.FormattingException.
