Set or get the Procedural cache budget.
When set, this sets the ProceduralMaterial's sleep budget, i.e. the amount of memory the Substance engine will keep allocated to speed up further texture computations. When queried, this returns the ProceduralMaterial's work budget, i.e. the amount of memory the Substance engine will use during the texture computation.
